Never mind that he gets the Favored Environment edge which gives him a +1 bonus to attack rolls. But he also has area-effect mind control usable on all water-based animal life which accounts for about 3/4 of the animal life on Earth. Actually, it would probably be better to buy that as the Summoning power.

Correction: that is Donkey Kong, Jr. Apparently, that is now a thing for minions of Luthor Alexander III. They play first generation video arcade games… (Go back to Chapter 11, there is a guy playing Berzerk in one of the ‘Minions & Computer Screens scenes’).
I just checked and Chapter 11 also has a donkey kong screen.
