I was running out of time on this page, so reduced it to four panels to save time. I am in the process of moving today and will be living on the road for a couple days until my next pet sit starts just a few miles from this one.
So, as you can see, Scandal is NOT Grayhawk. C’mon that would have been too obvious. Scandal was an NPC character I had created for a Mutant’s & Masterminds campaign about twenty years ago. The visor gives him 360-degree vision and he has all kinds of motion sensors and gizmos built into his costume. He’s basically a thrill-seeking information finder. He doesn’t sell the information, just publishes it on the Under Web for clicks and infamy.
But I think it’s safe to say that if he digs too deep into the Supreme Leader’s background, he’s going to be taken out.
Doo-de-doo, don’t mind me, just passing through. Doo-de-doo, oops:

Interesting how those two red thingies, that I assume are sensors, move from behind Scandal’s collarbones in the second panel to the front in panel three. It has to mean that someone or something is attracting their attention in front of him. Who or what can it be? (Next page, first panel: a bolt of hellfire takes Scandal out.)
Also, it makes sense that without super heroes to out, he’d work on supervillains. I wonder if he exposed supervillains too before the recent upheavals? I’d guess he did; that’s clicks and infamy as well.
