More seriously, I’m totally puzzled by this storyline, notably whether Scandal reneged on the million-deal with Grayhawk (and why), who exactly was blown up in that explosion, who exactly was targeted, who was that person in the front of the first two panels from the previous page, and hadn’t Lana developed an immunity to electric shocks.
I’m not entirely sure about where the explosion took place either, but the four panels seem to indicate that they happen in three different places, so none of them was targeted.
To attempt answering Grayhawk’s question, I’d say that 1) Supreme Leader did know where Scandal was all along, or has the means to find out real quick (through Luthor Alexander or other means), 2) they also know that Scandal had found something out that was genuine and dangerous for them, 3) they can level a city block, whether through their own power or good planning and competent demolitions, 4) they don’t use that power/ability unless they have to, 5) they are a villain, or possibly a “hero” even more ethically challenged than the Punisher, 6) they didn’t use it in the struggle for dominance because Lana didn’t mention that it looked like it.
Of course, it might also be that Scandal has decided to cut and run with his million and make it look like he went in a blaze of glory. (If so, did he know about the homeless people that were killed?)
